Notice of Public Hearing #2 – Community Block Development Grant

Seneca County intends to apply to the Ohio Department of Development Office of Community Services for funding under the Community Development Block Grant (CDBG) Allocation Program, a federally funded program administered by the state.  Seneca County is eligible for $162,000.00  in Program Year (PY) 2025 CDBG Allocation Program funding. The county conducted its first public hearing to inform citizens about the CDBG program, how it may be used, what activities are eligible, and other important program requirements on April 10, 2025.  The following activities are under consideration for inclusion in the County’s application based on citizen input and local officials’ assessments of needs:

 ADA Compliance – City of Fostoria – Renovation to add ADA compliant restroom facilities in Municipal Building, CDBG Allocation $99,600, National Objective – Area Wide Benefit (LMA)

Homeless Prevention – United Way of Fostoria/First Call for Help Homeless Prevention Programs, CDBG Allocation $30,000; National Objective – To benefit LMI Limited Clientele (Homeless Persons), Seneca County/City of Fostoria

General Administration & Fair Housing – General Administration by Fostoria Economic Development Corporation and Fair Housing Public Service Education and Outreach – Great Lakes Community Action Partnership – CDBG Allocation $32,400.

The timeline for PY2025 projects is September 1, 2025, through August 31, 2027.

A second public hearing will be held at 9:00 a.m. on Thursday, June 5, 2025, at the Seneca County Commissioners Office, 111 Madison Street, Tiffin, Ohio 44883 to give citizens an adequate opportunity to review and comment on the County’s proposed activities summarized above, before the county submits an Application to the Ohio Department of Development Office of Community Services. Citizens are encouraged to attend this meeting to express their views and comments on the County’s proposed CDBG Application.

Home Repair

Great Lakes Community Action Partnership (GLCAP) administers the Community Housing Impact & Preservation (CHIP) Home Repair program on behalf of Seneca County. CHIP provides home repair assistance for a variety of needs, including furnace replacements; water heater replacements; roof replacements; electrical upgrades; plumbing upgrades and ADA modifications.
