Commissioners to continue capital budget discussions, consider financial moves
[Tiffin, OH – Oct. 18, 2022] – The Seneca County Board of Commissioners is to meet at 10 a.m. Thursday at its office, 111 Madison St.
The session will be hosted in person, but there will still be an online viewing option made available to the public.
The meeting will be streamed on Zoom and on Facebook Live, but a different experience will be offered on each platform.
Those interested in participating in the session during the public comment portion must join via Zoom. Those who are not interested in participating will be able to view a higher-quality broadcast on Facebook Live. The Facebook feed will include graphics and multiple camera angles.

During old business, the commissioners are expected to discuss capital improvement projects. This discussion was initially scheduled for last week, but the board session was canceled due to illness.
In March, county administrative staff presented a list of about 35 prioritized capital project requests to the commissioners. The list was created after former County Administrator Stacy Wilson and County Building & Grounds Maintenance Supervisor John Logsdon presented 114 project requests to the commissioners earlier in the year.
Of the 114, 68 had price estimates equaling more than $15 million.
The board previously agreed to move forward with the top 10 projects on the priority list, including the top priority, the construction of a new Agricultural Services Building.
Since then, work has begun on several of the projects, including working directly with an architect on the construction of an EMS station on the east side of the county, and on the layout of the agricultural services building.
Discussions centered around capital projects are to continue Thursday morning. Considerations may include cost estimate updates, potential changes in priorities and an update on the progress of some of the greenlit projects.
In other action, the board is scheduled to open bids for a project to add a sally port structure at the Seneca County Dog Warden’s Office. The commissioners also are expected to enter into an executive session to discuss the potential purchase of property.
In new business, the board is to consider:
* A $278.12 supplemental appropriation to the FFY 17 STEP Grant Fund for transfers out.
* A $195.52 supplemental appropriation to the FFY 20 STEP Grant Fund for transfers out.
* A $443.28 supplemental appropriation to the FFY 17 IDEP Grant Fund for transfers out.
* A $375.59 supplemental appropriation to the FFY 20 IDEP Grant Fund for transfers out. All of the previous four supplementals have corresponding transfers to the General Fund.
* A $300 supplemental appropriation to the General Fund for supplies.
* A $10,695.04 supplemental appropriation to the General Fund for employee salaries.
* Supplemental appropriations totaling $11,000 to the County Sewer District Fund for contract services and supplies.
* A $3,498.20 supplemental appropriation to the Victims of Crime Act Grant Fund for other expenses.
* A $1,350 supplemental appropriation to the General Special Projects Fund for contract services.
* Supplemental appropriations totaling $650 for the Victims of Crime Act Grant Fund.
* Supplemental appropriations totaling $-2,484,605.98 to the General Fund for Jail Salaries, Medicare and PERS. This does not represent an additional expenditure on top of the Seneca County Jail’s initial budget for this year. This amount has been paid from federal grant money through the non-general American Rescue Plan Act Fund. Since this has been paid from that fund, it has freed up that money and so this should read as a reimbursement to the General Fund in the amount above.
* Supplemental appropriations totaling $1,406.40 to the DRETAC Fund – (Treasurer’s Office) for salaries, Medicare, Workers Comp. and Disabilities Insurance, and PERS.
* A $12,000 supplemental appropriation to the FY20 COSSAP (Comprehensive Opioid Stimulant and Substance Abuse Program.
* Supplemental appropriations totaling $17,001.08 to the FY19 IDEP Fund in various lines.
* Supplemental appropriations totaling $18,501.08 to the FY19 STEP Fund in various lines.
* Fund transfers from the General Fund to the METRICH Seneca County Law Enforcement Trust Fund totaling $2,458.
* Accepting the bid of Smith Farms for leasing the farmland situation in Section 25 of Hopewell Township.
* The Sewer District billing and administrative contract service agreement between the Seneca Regional Planning Commissioner and the Seneca County Commissioners on behalf of the Seneca County Sanitary Engineer effective for the calendar year of 2023.
* A contract with RS Associates, LLC, DBA Resource Solutions Associates, LLC, on behalf of Seneca County Emergency Management Agency.
* A contract with Ice Miller, LLP, for legal counsel services as Seneca County pursues the implementation of a broadband strategic plan and broadband expansion.
* An agreement between Seneca County Land Bank and the Seneca County Commissioners regarding 3483 S. TR 151 (former Youth Center building).
* Rescinding the board’s orders of Sept. 29, 2022, accepting the petition and granting the annexation to the city of Fostoria for parcels of land in Jackson Township.
