Commissioners to review final draft of Building Management Plan Thursday

[Tiffin, OH June 23, 2020] – The Seneca County Board of Commissioners is to meet at 10 a.m. Thursday for a digital meeting through Zoom.
The commissioners are encouraging residents to join them in the online meeting through the application Zoom, in light of the COVID-19 pandemic. To maintain maximum accessibility, the meeting will be recorded, archived and streamed live through Zoom. The meeting also is to be streamed on Facebook Live on the Seneca County Commissioners page.
At about 10:30 a.m., representatives from Gossman Group are to present the final draft of the county’s Building Management Plan to the board. The plan highlights and analyzes potential uses for all county-owned buildings
In January 2019, the commissioners chose Gossman Group to work with county personnel to devise the plan, which is created in hopes of helping future county officials make more education decisions over the next 20 years.
Some of the “big ideas” presented throughout the various planning sessions include sustainable practices, consolidation, improving the farm campus, wayfinding and health and wellness.
Personnel from Gossman have said county-owned buildings and property at the south end of the county could be changed to create more of a campus, as opposed to fragmented buildings that have no connectivity.

In new business, the commissioners are to hear about a proposal for a study to be completed at the request of Seneca County Engineer Mark Zimmerman.
TD Engineering of Cincinnati has submitted a proposal to provide professional engineering services in connection with the preparation of a feasibility study of wastewater treatment improvements for the New Riegel Sewer District. This study, according to a March letter to the commissioners from TD Engineering, would “evaluate options for constructing a new wastewater treatment plant as an alternative to pumping sewage to the city of Fostoria for treatment.” The study could suggest specific improvements to the system instead of the creation of a new treatment plant.
The cost of the study is $2,544 and it is to be covered by the New Riegel Sewer District, pending commissioners’ approval.
Also, the board is to discuss its membership in the Seneca County Township Association. The commissioners plan to discuss the routine payment of annual dues of $15 per person.
In other business, the board is to hold an executive session to discuss personnel compensation.

In new business, the board is to consider:
* A $31,347 supplemental appropriation to the Delinquent Care and Custody Fund for equipment.
* A $220.39 supplemental appropriation to the Probate Court Conduct Business Fund for contract services.
* A $1,858 supplemental appropriation to the Delinquent Care and Custody Fund for equipment.
* A $13,635 supplemental appropriation to the Juvenile Program and Services Fund for equipment.
