Commissioners to review capital project priorities, host TEFRA hearing
[Tiffin, OH – August 23, 2022] – The Seneca County Board of Commissioners is to meet at 10 a.m. Thursday at its office, 111 Madison St.
The session will be hosted in person, but there will still be an online viewing option made available to the public.
The meeting will be streamed on Zoom and on Facebook Live, but a different experience will be offered on each platform.
Those interested in participating in the session during the public comment portion must join via Zoom. Those who are not interested in participating will be able to view a higher-quality broadcast on Facebook Live. The Facebook feed will include graphics and multiple camera angles.

Near the beginning of the meeting, the commissioners are excepted to discuss the county’s capital project priority list.
In March, county administrative staff presented a list of about 35 prioritized capital project requests to the commissioners. The list was created after County Administrator Stacy Wilson and County Building & Grounds Maintenance Supervisor John Logsdon presented 114 project requests to the commissioners earlier in the year.
Of the 114, 68 had price estimates equaling more than $15 million.
The board previously agreed to move forward with the top 10 projects on the list, including the top priority, the construction of a new Agricultural Services Building.
Discussions centered around how to handle the list moving forward are expected to occur Thursday.
At about 10:15 a.m., the board is scheduled to host a TEFRA hearing. The public hearing is concerning the potential issuance of hospital facilities revenue bonds to Merch Health. According to a pending resolution regarding this arrangement, any revenue bonds “shall not be and are not general obligations or bonded indebtedness of the county or any participating public hospital agency.”
Later in the session, Commissioner Tyler Shuff is expected to discuss a countywide facade enhancement program proposal.
Shuff has been working with local officials to iron out details of the program, which would be similar to the city of Tiffin’s downtown facade enhancement program.
The city’s program, which was launched in 2014, provides a 50 percent match of funds for eligible exterior improvements on residential structures within the downtown historic district up to $10,000.
The board is expected to discuss how a similar program may work in the rest of the county.
In new business, the board is to consider:
* A $17,000 supplemental appropriation to the DRETAC Fund for other expenses.
* A $16,070 supplemental appropriation to the Seneca County Sewer District Replacement and Improvement Fund for capital improvements in New Riegel.
* A $50,000 supplemental appropriation to the General Fund for insurance claims.
* An appropriation adjustment in the American Rescue Plan Fund totaling $1,480,000 for salaries and medicare.
* Approving the issuance of hospital facilities revenue bonds of the county of Allen.
* A fund advance repayment from the Community Development Block Grant Fund to the General Fund.
* A fund advance repayment from the Wolf Creek Ditch Fund to the General Fund.
* A contract with Erie Blacktop for the CR 24 pavement resurfacing project.
* Setting time and date to accept sealed bids to lease farmland situation in section 25 of Hopewell Township.
